Call for Tenders: Smart Flood Monitoring & Drainage Solutions

Dublin City Council has issued a Call for Tenders (CFT) for the establishment of two framework agreements aimed at improving surface water monitoring in drainage or gully systems using low-cost Internet of Things (IoT) solutions. This initiative is part of the city’s efforts to enhance flood monitoring and management, addressing challenges such as blocked or underperforming drainage systems.

  1. Lot 1: Single Party Framework
    • Dublin City Council seeks to deploy 250 sensors in high-risk gullies to monitor water levels and provide real-time alerts for staff. The framework involves purchasing sensors, initial setup, ongoing connectivity, and maintenance services. The monitoring system will provide real-time updates on gully blockages and surcharges, aiming to optimize flood response efforts.
  2. Lot 2: Multi-Party Framework
    • Multiple local authorities across Ireland are looking to adopt similar IoT-based solutions for surface water monitoring. This multi-party framework aims to engage up to five tenderers to supply low-cost sensors, data monitoring platforms, and technical support services. Each authority will conduct mini-competitions to award contracts under this framework.

Both frameworks emphasize the use of resilient, low-powered sensors, data visualization tools, and a platform that enables city authorities to monitor drainage performance in real-time, optimize maintenance operations, and predict future flood risks.
